The objective behind the regulation requiring air-con energy inspection is to ensure that air-con equipment is installed, maintained and operated in an energy-efficient manner. This is because air-con is typically a significant energy user in most offices and workshop buildings. 

The sub-title 'TM44' relates to the 'Technical Manual No 44' of the Chartered Institute of Building Services Engineers (CIBSE). This document is in effect the checklist of tests and examinations required to be compliant with the regulation. 

Completion of the checklist and notes can give a 'compliant' ACEI, but not necessarily one which fulfils the 'Objective' of guiding users to lower energy use.  My approach is always to look for and report any practical means by which performance and use of air-con equipment  can be improved.
Others appear simply to offer the completed checklist and a certificate.
